「心神喪失者医療観察法案」強行採決弾劾！ 法案は廃案しかない！
英文抗議声明 THE NOTE OF PROTEST(Against bill group`s lawyer wrote) On June 3rd,”The Bill of Hospitalization and Outpatient Order for People who is Not Guilty by Reason for Insanity or diminished capacity" was forced being voted by the ruling parties in judicial offer committee in House of Council.
The way they did was very tricky and unfair. They withdraw their own prior proposal, and suddenly the urgent motion was put forward and the vote was carried out without any farther discussion.
Since this bill restrain essential human rights that is liberty and autonomy, we strongly protest against both the process and the result of the vote.
In this bill, it is possible that people with mental disabilities who committed a crime but were not prosecuted, or who were sentenced not guilty by reason for insanity or diminished capacity are indefinitely confined based on prediction of future offence. Due Process of Law is not provided in this bill, so it is possible that even the people who never committed a crime will be confined because of false judgment. By this bill, the discriminating prejudice against the people with mental disabilities will be growing more intense, and the message that the people with mental disabilities are dangerous will be spread easily.
In Japan, 330,000 people are hospitalized in mental hospitals, and approximately half of them are rocked ward.
There are 50,000 people who are hospitalized more than 20 years. More people with mental disability are definitely going to be isolated and hospitalized by this bill.
We can’t accept this bill at all, and continue fighting until we make this bill rejected七瀬 タロウ
